The highlights of this proposed martial law bill?Baku-APA. Ukraine’s President Petro Poroshenko has submitted a draft law on legal procedures for introducing a martial law to the Verkhovna Rada, the parliament said on its website on Friday, APA reports quoting İTAR-TASS.
The document stipulates rules for introducing and lifting martial law in the country.
"A martial law is a special legal regimen that can be introduced in Ukraine or in parts of its territory in case of a military aggression or a threat of attack, a danger for Ukraine’s state independence and territorial integrity," the draft law says.
A martial law can be introduced after the Verkhovna Rada approves a relevant presidential decree, it said.
Besides, the draft law stipulates that vital facilities of the national economy are to be taken under intensified protection, all able-bodied individuals not engaged in the defense sector are to be bound by a labour duty, (have to work- slavery?) property of individuals and communities is to be alienated by force,(take all your property by force!) a curfew is to be introduced, free movements of people are to be restricted and peaceful rallies, gatherings and demonstrations are to be forbidden.
Oddly enough, it seems the inspiration for the bill came from an NGO?
The Higher Administrative Court of Ukraine has opened an administrative proceeding over a lawsuit filled by the "Zakhyst" (Defense) Union of Mothers NGO against the President of Ukraine Petro Poroshenko and the Verkhovna Rada of Ukraine "on recognizing Petro Poroshenko's failure to act in defending the country as illegal and on making the President of Ukraine and the Verkhovna Rada take appropriate actions," "Dzerkalo Tyzhnia. Ukraine" weekly has reported.
The weekly exhibited a photocopy of the court's decision, dated March 27.
The lawsuit is administrative in nature and calls on Poroshenko to declare war and impose martial law in Ukraine or in certain parts of the country.
The Higher Administrative Court of Ukraine has suggested that within ten days after the court's decision has been made Poroshenko and the Verkhovna Rada may object to the lawsuit in a written form and should present evidence in support of their view.
Who or what the heck is Zakhyst ?!?!
