Russia arrests 8 in Artic Sea mystery

First I want to point out, in the world of media spin, the term 'pirate' is NOT being tossed around in this case. "Hijacking" or "hijackers" is the word being used.
I guess 'pirates' are only in Somalia? "In lawless Somalia"!
But 'hijackers' are in European waters? What imagery is or isn't evoked with the use of these words?

Anyway..... Russia arrested 8 persons of Russian, Latvian and Estonian nationality. They are not members of the crew. The crew was not involved in the "hijacking"
