Despite western media spin, Iran notified the IAEA of the construction of a back up enrichment plant. It was not being built secretively. Iran is a signatory to the Nuclear non proliferation treaty an as such has been complying. IAEA letter thanks Iran over notification

In fact Iran notified the IAEA well in advance of their obligation to do so.

Iran, under the Safeguards Agreement, is obliged to inform the IAEA of a new facility six months before using it for nuclear purposes. Tehran, however, informed the IAEA of the construction about a-year-and-a-half before the introduction of nuclear material.

Western media is acknowledging that indeed Iran did notify the IAEA.

Iran informed IAEA chief Mohamed ElBaradei by letter on Monday (sept 21/09) that "a new pilot fuel-enrichment plant is under construction," agency spokesman Marc Vidricaire said.

Only after the sensational headline, scores of hysterical claims and almost at the end of the article. No surprise, when the objective is to spin propaganda, not inform.
